Generally speaking, yes. In the context of a war, no. I really don't. One side or the other wins a war. Every war in history ends with one side winning, that's how it comes to an end. Someone has to win.

There can be and I'm not really a history buff by any stretch, but to my knowledge the majority of wars, at least, in my time, ended before the treaties and then the treaties ended up being preventative measures against future wars. But again, not a history buff and could be mistaken. Generally speaking, the big wars that changed the world, though, they ended with a win for one side and a loss for the other.
